 He is locked in a concrete cell - his strength restrained by bars. He paces the length of the cage, ignoring visitors who have come to view him. 

After the last sounds of the patrol cars pass away into the night, he stares with his brilliant eyes at the glorious stars. The poet describes the sad situation of the tiger in a cage and contrasts this with where he suggests the tiger should be - his natural habitat.
